Pray have the goodness to let me know in what form the Emperor would agree to the project of mediation before war is declared between any two powers.
Palmerston entirely approves of the project & think it would do honor to the congress thro'out the world. I have said nothing about it to Orloff or Buol, but I mentioned the subject to Aali, Manteuffel and Cavour who approved.

A deputation consisting of Mr. Hindley a member of Parliament and 2 other gentlemen are here upon the subject of mediation and are most anxious to have the honor of an audience with the Emperor & I cannot refuse to submit their request thro you to His Majesty but if it would be disagreable to the Emperor to receive them you will perhaps send me a reply that I can show them.
