Palmerston says he will assemble the Privy Council on Tuesday to revoke all the orders that were given at the commencement of the war if Orloff will give a formal assurance that British ships in Russian ports shall not be molested or detained and shall be allowed freely to sell their cargoes or to take in order cargoes.
I have written to ask Orloff if he can give this assurance. He may perhaps have to ask for instructions from Petersburg but as there can be no difficulty about it we may look upon the matter as a fait accompli and you of course would require the same assurance with respect to French ships in Russian ports.
I am glad you put off the conference till Tuesday.
